PETER (V.O.) (Cont'd): Hong Kong played a high profile in the GATT. In 1995, Hong Kong was a founding Member of WTO.

PETER (V.O.) (Cont'd): I recall the WTO-TRIPS article was negotiated in the early 2000s. Assuming the value of a high-income economy, Hong Kong, China, was supportive of the Doha Declaration on the TRIPS Agreement on Public Health 2001.

PETER (V.O.) (Cont'd): It's interesting to note that the negotiation result was formalized in 2017, years after my retirement.

PETER (V.O.) (Cont'd): Oh, the academics are arguing as to who should be entitled as the author or owner of AI-generated IP.

PETER (V.O.): In 1986, when I read my 2nd LLM in UCL, a friend of mine was reading a doctorate in AI. This's the first time I've learned about the technical structure of AI.

PETER (V.O.) (Cont'd): Having a pure arts background, there's no way I can play a technical role in AI.
Pausing.
PETER (V.O.) (Cont'd): But as a member the legal secretariat on the reform of the law relating to copyright, I need to know the AI context. That's why I'm here.
Pausing.
PETER (V.O.) (Cont'd): I want to have 1st-hand information about the developing norm so that I can suggest an informed policy option.
Thinking.
PETER (V.O.) (Cont'd): I agree with the conference consensus. The author of such AI-generated works has to be the human being who makes the necessary arrangements..

PETER (V.O.) (Cont'd): I did succeed in writing the determining formula into Hong Kong's Copyright Ordinance 1997. I think it was a good-enough solution.
Pausing.
PETER (V.O.) (Cont'd): Now is 2021. A generation has passed since the issue was discussed internationally and authentically.
Reflecting.
PETER (V.O.) (Cont'd): But there's no harm to revisit the issue as AI is developing fast. Never say never.

PETER (V.O.): Getting another Olympic silver medal? Another record breaking? I'm glad that it isn't a gold-like bronze one.

PETER (V.O.): It has been a fortnight since I took my 2nd jab. I'm still alive.

PETER (V.O.): Being good enough never is - I was thinking like that.

PETER (V.O.) (Cont'd): South Korea ranked No.8 in Rio 2016. It now ranks No.7 in Tokyo 2020. Isn't it good enough?

PETER (V.O.) (Cont'd): Japan ranked No.6 in Rio 2016. It now ranks No. 2 in Tokyo 2020. Again, Isn't it good enough.
