PETER (V.O.) (Cont'd): Hong Kong, China, is actually a nice place.
Hong Kong checks a phone image.
PETER (V.O.) (Cont'd): Just its skyline is unbeatable.
Peter is watching TV news.
PETER (V.O.): US, UK and Germany aren't slow to intervene in China's internal affairs in Hong Kong.
Watching.
PETER (V.O.) (Cont'd): Hong Kong Police is seeking fled activists for inciting session and collusion?

PETER (V.O.) (Cont'd): They all claim to represent Hong Kong...
Pausing.
PETER (V.O.) (Cont'd): Have I voted or supported them in anyway in their first "job"? They didn't know how life was like when Hong Kong was a British colony.
Pausing.
PETER (V.O.) (Cont'd): As early as 1985, I took an interest in International Law and International Protection of Human Rights. I examined the rights and obligations of governments and individuals.

INT. SITTING ROOM - CONTINUOUS.
Thinking.
PETER (V.O.): What is the most important role of a government?
Pausing.
PETER (V.O.)(Cont'd): The most important role is to protect its citizens from national security threats. It is the responsibility of a government to protect threats of its nation, its citizens and institutions.
Pausing.
PETER (V.O.)(Cont'd): A government has military, political, economic and legal measures to safeguard its national interest.
Pausing.
PETER (V.O.)(Cont'd): Old China was weak on all fronts. When it was attacked by foreign powers, it couldn't defend itself and its citizens. Britain colonized the Chinese soil of Hong Kong under such circumstances.
Pausing.
PETER (V.O.)(Cont'd): Over a century later and as a result of Deng's statesmanship, UK had to pass the Hong Kong Act 1985, returning Hong Kong to China.
Pausing.
PETER (V.O.)(Cont'd): If it was a British shame, wasn't it a greater shame to China that it had to cede Hong Kong to it in the first place?
Pausing.
PETER (V.O.) (Cont'd): Election in colonial Hong Kong was quite unknown. When it was gradually introduced during the transition, I worked as Assistant Returning Officer (Legal), verifying the validity of dubious votes.
Pausing.
PETER (V.O.) (Cont'd): Later, I became a Presiding Officer of polling stations, testing my ability to lead a mixed team to deliver.
Pausing.
PETER (V.O.) (Cont'd): I wasn't that concerned about my voting right though, as I was with the government - the de facto ruling party.
Pausing.
PETER (V.O.) (Cont'd): Even when UK directly appointed its last Hong Kong Governor in 1992, no one would protest the undemocratic practice, and there wasn't any foreign intervention.
Pondering.
PETER (V.O.) (Cont'd): Politicians only care about the next election. Real statesmen care about the next generations.

PETER (V.O.) (Cont'd): Here's US Homeland Security's Portland Read-out: July 30: "The violence Portland witnessed for over eight weeks continues as anarchists keep attacking federal law officers and federal law property on a nightly basis."
Pausing.
PETER (V.O.) (Cont'd): Similar activities in Hong Kong, China, were characterized by foreign governments and mainstream media as peaceful protests for more democracy, denouncing the brutality of the Police.
Pausing.
PETER (V.O.) (Cont'd): On human rights matters, the legal rule has been to leave the margin of appreciation with the sovereign government.
Pausing.
PETER (V.O.) (Cont'd): Based on the legal principle of sovereign equality, no state should intervene into the internal affairs of another state.
Pondering.
PETER (V.O.) (Cont'd): The state practice of US and its allies accusing China evidence not just their disrespect of the legal principle and rule, but also their stances that they are more sovereign than others.
Pausing.
PETER (V.O.) (Cont'd): Why they're so vocal about Hong Kong, China, matters?
Pausing.
PETER (V.O.) (Cont'd): Apart from their yearn for the past, some residents in Hong Kong, China, aren't patriotic and yearn to collude with them.
Peter sighs.

INT. SITTING ROOM - CONTINUOUS
Peter is about to type on his phone.
PETER (V.O.) (Cont'd): Let me now respond to the answer request. It's a fact that Hong Kong, China, is undergoing its 3rd wave of COVID-19 infection.
Typing.
PETER (V.O.) (Cont'd): There isn't a cure for COVID-19 and mass vaccination/immunization won't be available anytime soon.
Typing.
PETER (V.O.) (Cont'd): The September 2020 election will create travel-related environmental health hazard. Political rights don't take precedence over public good.
Typing.
PETER (V.O.) (Cont'd): No electorates should suffer or die as a result of casting their votes. Postponing is sensible.
Peter is attracted to a TV news story.
PETER (V.O.) (Cont'd): Over 100 elections have been postponed worldwide during the pandemic. Only the Hong Kong, China's practice touches the nerves of US and its allies, and the mainstream media.
Pondering.
PETER (V.O.) (Cont'd): US might like to follow Hong Kong, China's example in its coming Presidential election.
